Zero tolerance to laxity in approach to public works: RTDC chief

In this series, the Commission observed serious disparities in the process of furnishing services to the applicant by Haryana Shehri Vikas Pradhikaran (HSVP). Giving more information in this regard, RTS Secretary said that notified services are delivered to the applicant in a time bound and in case the services are not delivered to applicant within prescribed timeline, the case automatically gets flagged to the first grievance redressal authority (FGRA). RTS Secretary further informed that on perusal of the appeals pertaining to the notified services of HSVP on the Auto Appeal System as on January 23, 2023, the Commission observed that in case of 47,615 appeals, no action had been taken by the First Grievance Redressal Authority (FGRA). He said that out of these 47,615 appeals, 7,599 appeals related to the Zonal Office, Faridabad, 9,774 appeals related to Zonal Admn, Gurugram, 7485 appeals related to Zonal Admn, Hisar, 14,112 appeals related to Zonal Admn, Panchkula and 8,645 appeals related to Zonal Admn, Rohtak were escalated to FGRA. He continued by saying that because of these pending appeals, the applicants had not received their services even after the deadlines had elapsed, which was a severe oversight and a breach of the Right to Service mandate. While further elaborating on the process, He informed that as per the Haryana Right to Service Act, 2014, there are two appellate authorities as the first grievance redressal authority (FGRA) and the second grievance redressal authority (SGRA) in the appellate mechanism. If an eligible person does not receive a notified service within the RTS timeline from the Designated Officer, he she can file an appeal with the FGRA. FGRA has a timeline of 30 working days to resolve the appeal. In case the appeal is not resolved within this timeline or the eligible person is unsatisfied with the resolution he can file an appeal with the SGRA. The SGRA has 30 working days to resolve the appeal. In case, the appeal is not resolved within this timeline or the eligible person is unsatisfied with the resolution he can file an appeal with the Commission. (editor dailyworld.in)
