Special recruitment drive for persons with disabilities: Chief Secretary

Kaushal informed that the Department must work out on the backlog of all posts of direct recruitment reserved for Persons with disabilities in Group A, B, C and D and send the requisition of vacancies for persons with disabilities to Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC) or other recruitment agencies meticulously. The HPSC, HSSC or other recruitment agencies shall advertise the vacancies immediately under the special recruitment drive. As per the instructions, it is already decided by the state government that data of backlog for persons with disabilities in direct recruitment for Group A, B, C and D posts may be worked out as per reservation of 3 with effect from January 1, 1996 under Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act, 1995 and 4 percent reservation with effect from December 17, 2016 under The Right of Persons with Disabilities Act. 2016. It was also decided to launch a special recruitment drive for Persons with Disabilities (PwD) in case of direct recruitment for Group- A, B, C and D so that adequate representation of PwDs in all groups can be ascertained. For the purpose of identifying of posts for grant of benefit of reservation in direct recruitment and promotion to divyaangjans, the list of identified posts notified by the Government of India and adopted by the Haryana Government shall be followed. Article 41 of the Directive Principles of State Policy (DPSP) states that the State shall make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, within the limits of its economic capacity and development. The subject of relief of the disabled and unemployable is specified in the state list of the Seventh Schedule of the constitution. A large number of disabilities are preventable, including those arising from medical issues during birth, maternal conditions, malnutrition, as well as accidents and injuries.
