Recover fine from meter reader, RTSC directs DHBVN

The Haryana Right to Service Commission has taken serious note of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) office in Jakhal (Fatehabad) and ordered a fine of Rs. 5,000 to be recovered from the meter reader. This penalty has been imposed due to the failure to provide the notified service within the stipulated time frame and the delay in completing the work.
A spokesperson, providing details about the matter, stated that the complainant Sonika had lodged a complaint related to bill reading at the DHBVN office in Jakhal (Fatehabad) on March 11, 2024.
She reported that the bill was generated based on incorrect meter readings recorded by the meter reader. Notably, for the past two years, the complainant's bill was not issued based on actual readings. However, despite the complaint, no action was taken by the officials.
The spokesperson further informed that a hearing was scheduled before the Chief Commissioner of the Commission. Following the hearing, it was found in the investigation that the meter reader, Jeevan Dass, who recorded the meter readings and showed the meter status as operational, had deliberately entered an incorrect code (R3), leading to bills being generated based on average
readings basis.
The Commission considered the meter reader's mistake as evident, which caused significant inconvenience to the consumer.
