HRSC moots changes to make delivery of services easier

Haryana Right to Service Commission is making continuous efforts to ensure that the benefits of the notified services reach the last person in the state. By the virtue of Section 17 (1) of the Haryana Right to Service Act, 2014, the Commission may recommend changes in procedures and process re-engineering for the delivery of notified services which may make the delivery more transparent and easier.
Giving information in this regard, the spokesperson of the Commission said that the Commission reviewed the forms and formats required for the delivery of the 18 services notified under the Department of Sainik and Ardh Sainik, Haryana.
During the review, it was found that the department takes the affidavit during the application of notified services, whereas for the convenience of the public, the Haryana Government under the leadership of Chief Minister, Sh. Manohar Lal had already issued a direction in November 2021 for not taking any affidavit.
The commission directed the department to remove the affidavit condition and add the verification column in the online application itself.
He said that while submitting the applications online, the eligible person has to manually enter information such as the rank of the soldier on the ex-serviceman ID card number, etc, which is already available with the department.
The commission suggested the department to auto-populate this data from Ex-servicemen ID card numbers by modifying the software, this would not only make the application easier for the citizen but also make it easier for the Department to verify the data.
Further, there was no clarity in the eligibility criteria of the financial assistance given by the department to blind ex-servicemen whether this assistance will be given to blind ex-servicemen employed with the private sector or not. Taking cognizance of this discrepancy, the commission advised the department to consider the matter and re-visit the policy mandate. Therefore, the department decided that with the help of NIC, the employment criteria will be removed from the application.
