CMs advice to new panchayats to follow good governance

Considering good governance as the basis in the last 8 years, the work done by Haryana Chief Minister, Sh. Manohar Lal with transparency is being appreciated all over. Now the newly elected public representatives of the Panchayati Raj institutions (PRIs) in the state will also study the lesson of good governance. For this, an outline of the training programmes has been prepared by the Haryana Institute of Rural Development, Nilokheri.
New Year 2023 will be special for Haryana
The beginning of the year 2023 is special for the people of Haryana as on one hand the state has got newly elected representatives of PRIs; on the other hand, for the first time; the people will get to see the role of 50 percent women elected in Panchayats in the preparation and implementation of rural development plans.
Budget of Rs 1100 crore for development works to Panchayati Raj institutions
Chief Minister, Sh. Manohar Lal, who is also holding the charge of the Finance Minister for the last three years, has shown an efficient economist in financial management by laying emphasis on frugality. For the last quarter of this financial year, a budget of Rs 1100 crore has been released to Panchayati Raj institutions for development works in villages, out of which Rs 850 crore has been given only to Panchayats. The first glimpse of getting development done by the new panchayats will be seen in this period.
It was on the initiative of the Chief Minister that during the last tenure, the people of Haryana got the privilege of getting educated panchayats for the first time. Now training programmes and field visits programmes have been decided to fully educate the newly elected intellectual public representatives with the Haryana Panchayati Raj Act and the functioning of
Panchayats.
The training programmes will be organized at Haryana Institute of Rural Development, Nilokheri, Rajiv Gandhi State Institute of Panchayati Raj and Community Development, Nilokheri and Regional Institute of Panchayati Raj and Community Development, Bhiwani.
The Chief Minister has paved the way for development of panchayats by issuing a budget of more than Rs 850 crore with immediate effect till March 31, 2023.
Rs 300 crore released for unanimously elected representatives
The Chief Minister has separately released Rs 300 crore for the unanimously elected representatives of the PRIs. This time, out of 70,000 public representatives, 40,000 public representatives have been unanimously elected; which is a symbol of the state's social harmony and mutual brotherhood.
Decentralization of powers of Panchayati Raj Institutions
On the initiative of the Chief Minister, the panchayats have been authorized to give administrative approval for development works. Along with this, responsibility has been given from junior engineer to chief engineer for technical approval of these
works.
E-tender will be done through Haryana Engineering Works Portal
The state government has empowered the sarpanch, panchayat samiti and zilla parishad chairman to get works done, irrespective of the amount, big or small, from their own funds and grant-in-aid. E-tendering system has been adopted to expedite the works; which will bring transparency and quality in the process.
The Chief Minister opines that in today's era of information technology (IT), every system is going online. Some leaders are doing politics in the name of e-tender for panchayats which is not right. Haryana now has well-educated panchayats who are capable of getting the work done by the officers. They will not allow the politics of such leaders to dominate them; today's panchayats are well versed to use IT.
