Punjabs AIG (Vigilance) Ashish Kapoor booked on charges of rape

The Punjab police’s Organised Crime Control Unit (OCCU) has booked AIG (Vigilance) Ashish Kapoor on charges of rape following a complaint filed by a Haryana resident Poonam Rajan who has levelled a series of allegations against the police officer, it is learnt. Kapoor came in contact with the lady when he joined Amritsar Central jail as Superintendent in 2016.

Sources said that the matter regarding nomination of the AIG in a connected case already being probed by the OCCU against former Patiala Jail Superintendent Rajan Kapoor and other jail officials, was on Thursday morning brought to the notice of Chief Minister Capt Amarinder Singh. A section in the Punjab police is not happy with the way Kapoor has been nominated by the OCCU that deals with organised crime and gangsters, whereas some senior police officers privy to the case feel that the charges against Kapoor are serious.

Kapoor, however, has vehemently denied the allegations levelled by Poonam and contended that he was being framed.

A senior Punjab police officer informed Daily World on Thursday that prima facie, offences punishable under sections 7, 13(b)(II) PC Act, 376 (2)(A)(B)(D), 376 (C)(C), 354, 419, 506 IPC are made out against Ashish Kapoor, and thus his name has been nominated in the same case already registered against Rajan Kapoor and others. Though a section in the Punjab police has been claiming the alleged relationship between Kapoor and then Amritsar jail inmate Poonam as “consensual”, the police have booked the AIG on charges of rape under Section 376 (2) A, B, D, that primarily deals with public servant or a police officer who takes advantage of his official position and commits rape on a woman in his custody. It may be mentioned that the Punjab police had entrusted an inquiry to IG (OCCU) Kunwar Vijay Pratap Singh to probe allegations of extortion, torture and inhuman treatment meted to Bihar’s shelter home accused Brajesh Thakur lodged in Patiala jail by Superintendent Rajan Kapoor and others.

Subsequently, a case was registered at the OCCU, Mohali against four officers of the Patiala jail, including Rajan Kapoor.

During the course of the investigations and recording of statements in the Patiala jail, the police also recorded Poonam’s statement lodged in the same jail. She levelled allegations against former Amritsar jail superintendent Ashish Kapoor who is presently posted as the AIG (Vigilance). She also recorded her statement under section 164 Cr PC in a Mohali court over three months ago.

In her statement to the police, Poonam said that when she was lodged in the Amritsar jail in connection with FIR No 440/2014 PS Civil Lines, she came in contact with the then Amritsar jail superintendent Ashish Kapoor who placed her in his office to work on e-Prison system. She alleged that while she was lodged in the jail, Kapoor developed illicit relations with her and even gave his own ATM card for shopping outside the jail. After she got bail, Kapoor will frequently visit her at her house in Kurukshetra, Haryana. She has also submitted a series

of bank documents and records to support her contention, a police officer said.
