IG Kunwar Vijay Pratap was never shifted out of SIT

  • Other SIT members dissociate themselves from chargesheet filed by the IG
  • Write to Punjab DGP saying they were neither consulted nor shown the Challan before it was filed last Monday
  • Have strong reservations about the contents of the chargesheet

The IGP continued to be a part of the SIT, prepared case diaries in April and May, and signed the chargesheet on May 23, while the code of conduct was in force.

Punjab Police IG Kunwar Vijay Pratap Singh was never shifted out of the Special Investigation Team (SIT) constituted by the State Government to probe sacrilege cases and Kotkapura and Behbal Kalan firing incidents during the SAD-BJP regime. Sources said Kunwar Vijay Pratap continued to be “very much part of the SIT” after the Election Commission of India (ECI) orders. He attended meetings, prepared case diaries, including on April 28 and May 10 and even signed the chargesheet on May 23, while the code of conduct was in force.
Contrary to the reports that he was shifted out of the SIT on the directions of the ECI, the IG was only transferred from the post of IG Crime and OCCU (Organised Crime Control Unit) to IG (Counter Intelligence) and he carried on discharging his responsibilities as the member of the SIT that is probing the incidents of sacrilege and police firings in Kotkapura and Behbal Kalan in
October 2015.
A day after the code of conduct was lifted, the Punjab government posted him back as IG (OCCU) with additional charge of IGP, Counter Intelligence, Amritsar, on April 27. The fact that he continued working as the SIT member is clear from the documents which are part of the about 2,000-page chargesheet in the Kotkapura incident filed against former Akali MLA Mantar Singh Brar and five senior police officers in the court of judicial magistrate, Faridkot.
The police officers who have been chargesheeted include then Ludhiana IGP Paramraj Umranangal, former SSP Charanjit Singh Sharma, ADCP Paramjit Singh Pannu, DSP Baljit Singh and SHO Gurdeep Singh Pander.
The Punjab police had registered a case against them under IPC Sections 307 (attempt to murder), 323 and 341 and under the Arms Act. The probe, said the chargesheet, is still continuing against former Chief Minister Parkash Singh Badal, Ferozepur MP and SAD president Sukhbir Singh Badal, former Punjab DGP Sumedh Singh Saini and former DIG Amar Singh Chahal and several others.
Several top IPS officers have already been questioned by the SIT, besides the former Chief Minister Parkash Singh Badal and his son and the then deputy Chief Minister Sukhbir Singh Badal.
Earlier, expressing serious reservations over the orders issued by the ECI on the “shifting” of Kunwar Vijay Pratap, Punjab Chief Minister Capt Amarinder Singh had announced that the IG would be back to complete and take the SIT investigations to their logical conclusion the day after the election code of conduct is lifted. The code of conduct formally ended on Sunday evening (May 26).
When contacted, a senior Punjab Government officer told
Daily world that after the ECI orders, the State Government took necessary actions with regard to the IG’s posting and the same was conveyed to the Election Commission of India.
Meanwhile, dissociating themselves from the chargesheet, all other four members of the SIT headed by Director (Bureau of Investigation) Prabodh Kumar have written to the State DGP, informing him that they were neither consulted nor shown the challan before it was filed by IG Kunwar Vijay Pratap. The members have also expressed strong reservations about the contents of the chargesheet.
They have also told the State DGP that since they were not consulted before filing of the chargesheet, IG Kunwar Vijay Pratap Singh should be solely responsible and accountable for the success or failure of the chargesheet in the court of law, the sources added.
The SIT headed by Prabodh Kumar has four other members, namely IG (Crime) Arun Pal Singh and Kunwar Vijay Pratap; SSP (Kapurthala) Satinder Singh and Bhupinder Singh who is now the ADCP (Amritsar). While all SIT members are investigating the cases of sacrilege and the firing incidents, IG Kunwar Vijay Pratap and ADCP Bhupinder Singh have especially been probing the Kotkapura incident, whereas the Behbal Kalan firing case is being specifically investigated by IG Arun Pal Singh and SSP Satinder
Singh.
When the SIT was formed, a clear decision was taken that all members would be consulted and taken into confidence before filing of a chargesheet or taking important decisions, the sources
added.
