Haryana amends Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules

Haryana government has amended the Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules, 1996 and the new rules will be called as the Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works (Amendment) Rules, 2017.

Stating this here on Friday, a spokesman for Development and Panchayats Department said a notification has been issued in this regard. He said as per the amendment, funds released to a Gram Panchayat, Panchayat Samiti and Zila Parishad under the Central Finance Commission, State Finance Commission

or any other fund which the government deemed fit, would constitute as grant-in-aid and

would be credited to the gram fund, Samiti fund and Zila Parishad fund.

He said for original works, the concerned Gram Panchayat, Panchayat Samiti and Zila Parishad would give the administrative approval without any

capping for administrative approval from their own fund as well as grant-in-aid.

The spokesman said the Sub Divisional Officer would be competent to give technical sanction of upto Rs 10 lakh for the works of Gram Panchayats, Panchayat Samitis and Zila Parishads, whereas the Executive Engineer would be competent to give technical sanction above Rs 10 lakh to Rs 25 lakh, Superintending Engineer above Rs 25 lakh to Rs 50 lakh and Chief Engineer exceeding Rs 50 lakh.

He said that for repair and maintenance work, the concerned Gram Panchayat, Panchayat Samiti and Zila Parishad would give the administrative approval without any capping for administrative approval from their own funds as well as grant-in-aid.

He said that while the Sub Divisional Officer would be competent to give technical sanction of upto Rs 25,000 for the repair and maintenance work of Gram Panchayat, Panchayat Samiti and Zila Parishad, Executive Engineer would be competent to give technical sanction above Rs 25,000 to Rs 50,000, Superintending Engineer above Rs 50,000 to Rs one lakh and Chief Engineer exceeding Rs one lakh.
